Arrow Collaborative Services is seeking a dynamic Finance and Business Support Manager to strengthen their internal capability and help shape the future of local government collaboration across the Hunter region and beyond.

Arrow Collaborative Services is the operational arm of the Hunter Joint Organisation (Hunter JO), providing specialised legal and procurement services to local councils throughout NSW and Australia. Arrow supports better outcomes for communities through collaboration and innovation. With service units like Local Government Legal (LGL) and Regional Procurement, Arrow plays a vital role in strengthening councils' operational efficiency and strategic capacity.
About the opportunity
Reporting to the Director: Regional Procurement and based in Thornton, this pivotal part-time role leads the shared services functions, including Finance, HR, IT, and Facilities and ensures the organisation is built on strong financial management, governance, and operational performance.
You’ll work closely with Arrow’s Directors and lead a small team (Accountant & HR Officer), offering financial analysis, budget oversight, and operational leadership that drives sustainability and supports continued growth.
Key Responsibilities
Oversee daily administrative operations and corporate support services across the organisation
Lead financial planning, budgeting, forecasting, and financial reporting
Ensure compliance with risk, audit, and governance obligations
Drive improvements across HR, internal communications, marketing, and office management
Foster a high-performing, engaged, and collaborative workplace culture
About you
You are a natural organiser and financial thinker, equally comfortable with strategic thinking and day-to-day execution. Your strong commercial judgement and passion for building effective systems will support Arrow’s success well into the future.
What You’ll Bring:
Degree qualifications in Business, Finance or a related field
Proven experience in operational and financial leadership within a service-based organisation
Strong financial modelling and analytical skills
High-level organisational, project management, and problem-solving capabilities
Knowledge of governance, compliance, and risk frameworks
Outstanding interpersonal and communication skills
A proactive, solutions-focused mindset and commitment to continuous improvement Knowledge of local government sector is desirable.
